"As part of this process, as we have done in the past, we sometimes revoke export licenses," the spokesperson said, declining to comment on specific licenses. "But we can confirm that we have revoked certain licenses for exports to Huawei." In 2020, the U.S. tightened chip restrictions on Huawei, requiring foreign manufacturers using American chipmaking equipment to obtain a license before they can sell semiconductors to Huawei.

"Unabated" fossil fuels are largely understood to be produced and used without substantial reductions in the amount of emitted greenhouse gases. "[It is] important to say that more fossil fuels equal more loss and damage, so these two issues are actually quite intertwined." Notably, at last year's COP27 conference in Egypt, more than 80 countries supported a fossil fuel phase-out commitment in the final agreement.

Asked to respond to Al-Jaber's comments, Kerry replied, "That's not the argument." watch nowA spokesperson for COP28 wasn't immediately available to comment when asked about Al-Jaber's comments. A spokesperson for COP28 told The Guardian: "The IEA and IPCC 1.5C scenarios clearly state that fossil fuels will have to play a role in the future energy system, albeit a smaller one. A "phase out" commitment would likely require a shift away from fossil fuels until their use is eliminated, while a "phase down" could indicate a reduction in their use — but not an absolute end.

Global temperatures and greenhouse gas emissions continue to break records, with no continent left untouched by more frequent and intense extreme weather events. She anticipated three main debates around the use of oil, gas and coal — the burning of which is the chief driver of the climate crisis. Germany didn't get to this point overnight, however — in ways, the roots of the current crisis even predate the pandemic. The government took on emergency debt to try to stem the impact the pandemic had on its budget through a temporary debt brake suspension. And so, the current coalition government decided to re-allocate it to finance policies aimed at climate change and a greener, more sustainable economy. Some observers (and several Green party members), have suggested that the climate crisis is as much of an emergency as the pandemic. But the court's ruling stands, and Germany's budget now has a 60-billion-euro ($65 billion) hole.
